Our Journey Together
Gutierrez Analytics and Consulting was founded with a passion for making a difference in the criminal justice system. Our team, with over 100 years of combined experience, brings together diverse backgrounds in data analysis, psychology, and criminal justice. We realized that each data point tells a unique story, and we wanted to uncover these narratives to drive positive change. From the very start, our goal has been to partner with California counties to support individuals through the Franklin hearing process. We believe in the power of collaboration, compassion, and innovative solutions to uplift individuals and communities, creating a more equitable system for everyone.

Ricky S. Gutierrez, PhD
Founder l Data Analyst l Franklin Hearing Investigator
Professor of Criminal Justice at California State University, Sacramento, with more than 26 years of experience in teaching, research, and public service.
During his doctoral studies at Washington State University, Dr. Gutierrez served as Associate Director of Research for the Western Regional Institute for Community-Oriented Policing Services (WRICOPS), where he led multi-state research on the implementation of community policing. He began his tenure-track appointment at Sacramento State in 2000, achieving the rank of Full Professor in 2010.
Dr. Gutierrez has authored a book, contributed to several edited volumes, published in peer-reviewed journals, and presented his research at national conferences. His recent work includes a chapter commemorating the 50th anniversary of the Sac State Criminal Justice Program and a forthcoming book on the history of gangs in California.
An active mentor, Dr. Gutierrez has advised doctoral and master’s students and supported McNair Scholars, with two mentees earning their doctorates. His expertise extends to conducting program evaluations on community policing and police organizational issues.
He remains a passionate advocate for social justice, advancing data-driven solutions to systemic challenges within the criminal justice system.


Kailani P. Marlow, PhD
Program Coordinator l Data Analyst l Franklin Hearing Investigator
With over two decades of experience in program coordination, behavioral systems, and academic support, Dr. Marlow brings a nuanced and people-centered lens to her role supporting Franklin hearings, public policy research, and data analysis related to criminal justice outcomes.
Dr. Marlow holds a PhD in Civil Engineering & the Built Environment, Master’s in Kinesiology with a specialization in Exercise Physiology and Sports Psychology, and a Bachelor’s degree in Psychology. This integrated foundation informs her approach to human-centered analysis, particularly in understanding the role of environment, behavior, and perception within justice system contexts.
At Gutierrez Analytics, Dr. Marlow’s work includes compiling complex legal and biographical data into meaningful narratives, supporting defense teams with research-based mitigation reports, and developing visualizations and briefs tailored for courts and community stakeholders. She contributes to data-driven investigations and program development with a focus on personal attribution factors, intergenerational patterns, and the intersection of mental health and justice-involved populations. Her work is grounded in the belief that data can be used not only to inform policy but to humanize it—bringing clarity, context, and compassion to systems-level change.
Don Warren
Analyst and Architect
Don has over 25 years of experience in technology, solution architecture, and data-driven improvement projects and programs. Includes senior-level expertise in Microsoft SQL Server, database design, big data analytics, and Enterprise Data Migration. Wide experience with full suite of Microsoft engineering and productivity tools/apps, including: Excel (and all of the Office suite), Visio, Visual Studio, and more. Past developer and architect work experience includes over 10 years at Microsoft, over 8 years in banking and finance, over 5 years at Nordstrom, and more than 4 years in aerospace and defense. Don brings a unique approach to assessing and analyzing the data provided to us.
